LIMITED REVIEW OF SINGLE FAMILY RESIDENTIAL (R1) ORDINANCE NOTICE OF PUBLIC HEARING
On May 13, 2008 the City Council initiated a limited review of the Single Family Residential (R1) Ordinance, regarding the allowed ratio of second floor building area compared to the first floor building area Section 19.28.060. The current R1 Ordinance limits the size of the second floor to no more than 45% of the first floor. The revised ordinance will consider adjusting the allowed ratio to allow greater architectural diversity, but will not consider increasing or decreasing the total allowed building area on an R1 lot or changing the required second story setbacks. The total allowed building area and the second story setback relationship to neighboring properties will not change.
On July 8, 2008, the Planning Commission reviewed Staff's recommended amendments to the R1 Ordinance, and directed Staff to provide draft design principles and guidelines for the Planning Commission to review.
On September 9, 2008, the Planning Commission recommended a denial of the proposed ordinance amendment, citing the need for a more comprehensive design review process for two story homes.
On October 21, 2008, the City Council reviewed Planning Commissions and staff’s recommendations. The Council directed staff to provide evaluations discussed at the hearing, including draft design guidelines provided by the City Architectural Consultant.
The next City Council hearing is tentatively scheduled in January 2009 to consider ordinance options on ratio of the second story. A City-wide mailer will also be provided with the upcoming hearing date and time.
