NEIGHBORHOOD TRAFFIC MANAGEMENT
Neighborhood traffic management is a high priority goal for the Cupertino City Council. We want to have livable neighborhoods that are free from traffic impacts. Staff is available to help neighborhoods to resolve their traffic concerns in a public review process.
A typical neighborhood traffic management plan (NTMP) includes installation of traffic calming measures also known as roadway design features. Staff collects a lot of traffic data, for example, vehicle speeds and traffic volumes. To put a neighborhood traffic management plan in place, a 2/3 majority is required by petition.
Typical tools for NTMP include engineering, education and enforcement. Traffic calming measures may include: road bumps, traffic bars, traffic circles, chokers, and diverters. Before the City will install the permanent traffic control measures, we may conduct a test using temporary installation. Other tools include target enforcement by our Sheriff deputies and the placement of a radar trailer.
Permit parking is available for neighborhoods with onstreet parking problems. Staff will consider a request for permit parking when a petition is submitted with a 2/3 majority. If staff concurs with the request and when City Council approves it, Service Center staff will install appropriate regulatory signs. Public Works Department will issue permit parking stickers.
Traffic Calming is the combination of mainly physical measures that reduce the negative effects of motor vehicle use, alter driver behavior and improve conditions for non-motorized street users.
Traffic calming goals include:
Increasing the quality of life.
Incorporating the preferences and requirements of the people using the area along the street(s), or at intersection(s).
Creating safe and attractive streets.
Helping to reduce the negative effects of motor vehicles on the environment;
Promoting pedestrian, cycle and transit use.
Traffic calming objectives include:
Achieving slow speeds for motor vehicles,
Reducing collision frequency and severity,
Increasing the safety and the perception of safety for non-motorized users of the street(s),
Reducing the need for police enforcement,
Enhancing the street environment,
Increasing access for all modes of transportation, and
Reducing cut-through motor vehicle traffic
