Development Permit Process
In 2008, the City Council directed staff to provide a comprehensive organization and management review and analysis of the City’s development process and operations. The Matrix Consulting Group was selected and completed their report in November 2009. The objective of the analysis was to identify opportunities for enhancing the quality of the City’s permit services and improve organizational efficiency.
The Planning Commission conducted a hearing to provide input and ideas, for the City Council’s consideration, for implementing the recommendations in the report. The City Council heard the item on May 18, 2010 and directed staff to conduct a series of group meetings to gather additional input from the community.
Following City Council direction, two community workshops were held on Wednesday, July 28th and Wednesday, September 8th. Staff worked with a facilitator, Mr. Ken Rodriguez, to put the workshops together.
The Development Permit Process Review project was reviewed by the Planning Commission on November 9, 2010. The Planning Commission forwarded its recommendations to the City Council with one minor change to the group recommendation. The Planning Commission also formed an adhoc subcommittee to provide staff with suggestions related to improving the administrative processes.

The City Council made a strong motion to support the Planning Commission's recommendations related to the development permit process and the public engagement policy with a few minor changes.
In addition, the City Council also directed staff to initiate amendments to the R1 ordinance related to design review, story poles and notification as a separate process.
The City Council reviewed the changes proposed by staff to the Municipal Code and approved the changes and conducted the first reading of the ordinance at its October 18, 2011 council meeting.
The second reading of the ordinance was on November 1, 2011. The ordinance went into effect on December 2, 2011. The municipal code is available online here
