San Jose Water Company (SJWC) Submits 2.26% Increase Request to California Public Utilities Commission (CPUC)

On March 29th, SJWC filed Advice Letter 532 to recover an uncollected balance of $9M to cover fixed costs that have not been met due to lower than anticipated water consumption. As part of this filing, SJWC mailed public notices to all SJWC customers.  As the filing does not apply to customers of the Cupertino Municipal System operated by SJWC, these customers did not receive a notice. The 20-day comment period for the CPUC to receive comments ends April 18th. The public notice and advice letter filing for this proposed rate increase can be found here. Any customer may respond to or protest this increase. A response or protest must be sent in writing or by electronic mail. It must be received by the Division of Water and Audits by April 18, 2019; 20 days from the filing date of the advice letter. The City is not the regulator of these rates. For regulated retailers such as SJWC, the CPUC sets water rates based on anticipated consumption.  When consumption falls due to conservation, and a retailer such as SJWC cannot recover their fixed costs, then a filing such as this may occur. This filing seeks a surcharge of $0.1960 per unit of water to be added to the bill.  A typical residential customer with a 3/4-inch meter will see an increase of $2.19 or 2.26% per month.  The surcharge, if authorized by the CPUC, is expected to be collected for up 12 months and then removed.  SJWC has requested an effective date of July 1, 2019, pending the CPUC’s approval.
