City Council Requests More Analysis, Clarification for Proposed Hillside Project
Last night, the Cupertino City Council chose not to authorize a request for a General Plan Amendment application for a proposed development in the western hillside of Cupertino. The project, located on an average slope of ~48% which also contains an inactive quarry, would have allowed 29 housing units where four are currently allowed.
The City Council, after a thoughtful and lengthy discussion, found that the project required additional analysis and clarification. Council provided the applicant with feedback and asked for more information on numerous items, including ecological impacts, proposed trail analysis, and impacts of approved state bills that could allow accessory dwelling and junior dwelling units.
Councilmembers expressed concern over various topics of safety, which included fire, traffic, and environmental impacts, among others. The property, located in a Wildland-Urban Interface Fire Area, is identified by the Santa Clara County Fire Department as at risk of wildfires that could result in disastrous property losses. Councilmembers also identified the increased number of trips associated with traffic and the potential impacts to the neighboring area, as well as the only point of access being adjacent to Linda Vista Park.
The applicant can resubmit the application with minor amendments within 30 days of the decision or reapply at the next General Plan Amendment Authorization cycle in May 2020.
